WASHINGTON ? For the first time in a year, Americans have stopped spending more.
Consumer spending failed to budge from April to May, evidence that high gas prices and unemployment are squeezing household budgets. When adjusted for inflation, spending actually dropped 0.1 percent last month, the Commerce Department reported Monday.
April's consumer spending figures were revised to show a similar decline when adjusting for inflation. It marked the first two-month decline in inflation-adjusted spending since April 2009.
Incomes rose 0.3 percent for the second straight month. But adjusted for inflation, after-tax incomes increased only 0.1 percent in May, after falling by the same amount in the previous month.
Neil Dutta, an economist at Bank of America Merrill Lynch, pointed out that inflation-adjusted, after-tax income is now slightly lower than it was in January.
"It was a very poor report all around," he said. "I think it's clear that higher gasoline prices are taking a bite out of consumer spending."
Wall Street took the dismal consumer spending report in stride. Investors seemed more focused on encouraging news on Europe's debt crisis ? French banks agreed to let Greece repay some of its debt more slowly.
The Dow Jones industrial average gained more than 100 points in the midday trading. Broader indexes also increased.
Consumer spending is important because it accounts for 70 percent of economic activity. The spike in gas prices has forced many consumers to cut back on discretionary purchases, such as furniture and vacations, which help boost growth.
Fewer jobs and high unemployment have left workers with little leverage to ask for raises. And slow wage growth hurts the broader economy because consumers have less money to spend.
Economists note that the slowdown in spending was partly the result of temporary factors.
Auto purchases fell sharply in May. That lowered spending on long-lasting manufactured goods 1.5 percent, the steepest drop since September 2009. Dealers had limited supplies of many cars because of a parts shortage stemming from the crisis in Japan. U.S. factories are expected to begin producing more cars once Japan's factories resume more normal operations.
Gas prices peaked in early May at a national average of nearly $4 per gallon. Since then, they have dropped to a national average of $3.57 per gallon, according to AAA's daily fuel gauge. Cheaper gas will likely allow consumers to spend more freely this summer and fall. That should boost growth in the second half of the year.
The economy expanded at an annual rate of 1.9 percent in the January-March period. An Associated Press survey of 38 top economists predicts that the growth rate will be about 2.3 percent in the current April-June quarter. They are more optimistic for the second half of the year, saying growth should pick up to a 3.2 percent pace.
Still, growth must be stronger to significantly lower the unemployment rate. The economy would need to grow 5 percent for a whole year to significantly bring down the unemployment rate. Economic growth of just 3 percent a year would hold the unemployment steady and keep up with population growth.
Hiring slowed considerably this spring after a strong start at the beginning of the year. The economy created only 54,000 jobs in May, the lowest amount in eight months. That followed three months in which employers hired an average of 220,000 net new workers each month. The unemployment rate rose to 9.1 percent last month.
The consumer spending report also showed that prices are increasing across many goods and services. A key inflation gauge followed by the Federal Reserve rose 0.2 percent in May, after increasing 0.3 percent or higher in each of the previous five months.
But excluding the volatile food and energy categories, inflation rose 0.3 percent in May, the most since October 2009.
Americans boosted their savings a bit in May, keeping 5 percent of their after-tax income. That is up from 4.9 percent in April.

MOSCOW (Reuters) ? Russian billionaire Mikhail Prokhorov, owner of the New Jersey Nets basketball team, was elected leader of Russia's Right Cause party on Saturday and vowed to overtake the Communists as the No. 2 political party.
Metals tycoon Prokhorov's leadership of the pro-business party, which supports a second term for President Dmitry Medvedev in 2012, marks the first appearance of a powerful businessman on Russia's political scene in almost a decade.
After oil tycoon Mikhail Khodorkovsky was arrested and stripped of his fortune in 2003, under the presidency of Prime Minister Vladimir Putin who is widely expected to run for president again next year, business leaders have followed an unspoken rule to maintain their distance from politics.
During his acceptance speech before more than 170 party members in Moscow on Saturday, Prokhorov criticized Russia's one-party rule while maintaining that Right Cause is not an "opposition" party.
"Our country is called the Russian Federation, but by structure it is an empire. Only presidential power works here, and this kind of governance cannot provide stability let alone development," he said, promising to steer Right Cause into the parliament during elections later this year.
"We need to take back parliament. In the near future, become the second largest party, and then later, the first," he said.
Prokhorov, who has good relations with the Kremlin and whose net worth Forbes estimates at $18 billion, also said he would like to exclude the word "opposition" from the party's lexicon.
"Our citizens associate the word opposition with marginal groups that have long lost touch with reality, not with political parties," he said.
Putin's ruling United Russia party holds 315 of the 450 seats in the Duma, the lower house of parliament. Right Cause was formed two years ago and has no seats in parliament.
Prokhorov earned a fortune from selling a one-quarter stake in mining firm Norilsk Nickel just before the 2008 financial crisis.
He has a 17 percent stake in the world's largest aluminum producer RUSAL and a 30 percent stake in Russia's top gold miner, Polyus Gold.

Congress and the Obama administration are chopping away piecemeal at the salaries and benefits of federal workers, focusing on short-term political payoffs while ignoring a more effective way to reform and manage our nation's government.
While political leaders are right to tackle skyrocketing deficits, this ad hoc approach to the workforce will not have a significant impact on the budget, and it certainly won't lead to improved government performance. Instead, proposals for a lengthy pay freeze, increased employee pension contributions, limited bonuses for outstanding employees and a hiring freeze will inevitably result in a demoralized, depleted and ultimately less talented and less effective workforce.
For meaningful reform and long-term budget savings, Congress and the White House should stop tinkering around the margins and totally revamp the fundamentally flawed civil service compensation system created in 1949.
By sticking with the arrangement from the past century, the public sector has largely missed the transformation that swept over the rest of the working world and has made itself vulnerable to criticism, especially during such tough economic times.
The answer is to adopt a true market-based labor system that would establish federal pay levels roughly comparable to that of major private-sector employers when filling similar jobs. It would take into account geographic differences in pay based on cost-of-living considerations and differences based on occupations, skill sets and levels of responsibility.
The value of federal employee benefits, such as health insurance and pensions, also would be considered when setting pay, with care taken to ensure that the total compensation package still enables government to compete for the talent it needs.
Under this system, federal pay would not be higher or significantly lower than private-sector pay. Ultimately, the federal pay system must allow the federal government to attract, motivate and retain highly qualified workers to carry out its many missions.
The current General Schedule pay scale relies on 15 salary grades and step increases within each one. This approach provides minimal ability to encourage and reward achievement, and it has become a system largely based on entitlement and longevity rather than on performance and labor market supply and demand.
Unfortunately, we don't have leadership at either end of Pennsylvania Avenue that is offering or willing to fight for fixing the compensation regime -- an undertaking that will not be easy and will probably be met with resistance from those worried about the uncertainty of change and the risk that reform might be used to diminish government. But today's approach is not serving the nation's interests, while political expediency is taking us over a cliff.
The potential fallout of hacking away at public service is threefold.
First, the government may well experience an exodus of its most experienced employees if they become frustrated and disenfranchised by the current environment. Almost one-fourth of the total workforce and about half of the senior executives are eligible to retire. These numbers would keep any self-respecting CEO awake at night pondering the potential loss of knowledge and expertise.
Second, across-the-board compensation cuts are likely to make it difficult for agencies to attract talent. Most skilled job seekers will have options, even in this economic climate. Government is losing the battle for talent in the fields of science, engineering, foreign languages, medicine, cybersecurity and more. With limited ability to reward high performers, with pensions and other benefits being slashed, and with a pay freeze in effect and a longer one possibly in the offing, government doesn't stand a chance.
Third, the erosion of federal capacity through workforce cutbacks and loss of experienced personnel because of the pay issues will inevitably lead to operational failures, the kind that make headlines, harm the country and individuals, and cause increased disillusionment with government.
The bottom line is that indiscriminately cutting compensation for federal employees may ultimately cost the nation far more than the price of the original salaries and benefits.
In the end, it would be prudent to put aside short-term palliatives and focus on meaningful reform of the compensation system for our nation's 2.1 million civilian federal workers, basing salaries and benefits on the market for talent. After all, we don't want our government to become the workplace of last resort.

YOKOHAMA, Japan (Reuters) ? Nissan Motor (7201.T) outlined plans to boost both its global market share and profit margin to 8 percent within six years, promising a new vehicle every six weeks on average to woo consumers away from rivals.
The new mid-term business plan, dubbed Nissan Power 88, will focus on the major emerging markets of Brazil, Russia, India and China, as well as newly developing ones in Southeast Asia, Chief Executive Carlos Ghosn said.
"This is the first time that Nissan is starting a (business) plan on the offensive instead of reconstructing something, or defending something," he told a news conference at Nissan's headquarters in Yokohama on Monday.
"That's why we feel very good about (it)."
The market share target would represent sales of more than 7 million vehicles based on Ghosn's forecast that vehicle sales would reach more than 90 million worldwide in the business year ending in March 2017.
Ghosn has led Nissan through four growth plans since arriving from partner Renault SA (RENA.PA) in 1999, turning the near-bankrupt company into one of the most profitable in the auto industry.
With corporate restructuring long completed, its balance sheet back in order and technological investments laid out for electric cars and the low-cost "V-platform" subcompact vehicles, Ghosn said the next phase of growth should deliver a leap in sales and profitability.
Last year, Nissan nabbed a record 5.8 percent share of the global car market, with industry-beating growth most notably in China and Europe. It had an operating margin of 6.1 percent.
As part of the new plan, Nissan said it would build a 200,000 vehicles-a-year factory in Brazil as a first step for expansion there.
The plant, which will be the fifth production base for V-platform cars after Thailand, India, China and Mexico, is due to be announced by the end of the year.
"If they can really produce 200,000 cars a year in Brazil, that would be good news," said Toshihiko Matsuno, senior strategist at SMBC Friend Securities.
"By producing overseas, they can lower procurement and shipping costs, and that's one way to achieve a higher profit margin."
SPEEDING UP
Ghosn wants the Renault-Nissan alliance to join Toyota Motor Corp (7203.T), General Motors Co (GM.N) and Volkswagen AG (VOWG_p.DE) at the top of the global sales rankings to achieve the scale he believes is needed to win as development costs pile up to meet tighter emissions and fuel economy standards.
In addition to its operational ties with rivals from Daimler AG (DAIGn.DE) and Mitsubishi Motors Corp (7211.T), Nissan and Renault are currently in talks to jointly take a majority stake in Russia's top car maker, AvtoVAZ (AVAZ.MM) -- a move that would place the group at No.3 measured by global sales volume.
Nissan said it would also expand its line-up of the premium Infiniti brand, aiming to take 10 percent of the global luxury car market by 2016/17.
The brand would add three models, including an electric vehicle, and double the number of markets it sells in to 71 in 2016.
Zero-emission cars will also go from niche to volume during the plan, at the end of which Renault and Nissan expect to have sold a cumulative 1.5 million electric vehicles, Ghosn said.
Nissan is counting on electric cars to play a big role in lifting Nissan and Infiniti's brand value, which has long trailed that of rivals Toyota and Honda Motor Co (7267.T).
Among other targets, Nissan repeated its goal of grabbing one-tenth of the Chinese market, the world's biggest. Japan's No.2 automaker will announce a China-specific mid-term plan next month, Ghosn said.
Nissan also promised a dividend payout ratio of a minimum 25 percent over the six-year plan, compared with 13.1 percent last year.
It also aims to continue reducing total costs by 5 percent a year to achieve the profit margin target, which is based on an assumed dollar rate of 85 yen.
Nissan last week provided rosier-than-expected guidance for sales volumes and profits, defying a setback from the disruption caused by the March 11 earthquake.

The Turkish Cypriot administration of North Cyprus was denied any official recognition.
There were several high profile cases where dispossessed Greek Cypriots who had lost land in the north applied to the European Court of Human Rights for compensation. The ECHR made rulings in favour of several applicants, including Myra Xenides-Arestis in 2006 and the landmark case of Titina Loizidou in 1996.
The formation of the Immovable Property Commission was a response by the North Cyprus administration to the plight of dispossessed Greek Cypriots. The Commission accepted applications from Greek Cypriots who had lost land in North Cyprus after the partition of the island in 1974. The aim was to make available a local solution to the problem, and avoid the costs of defending claims in the European Court of Human Rights and also to stop the adverse publicity and financial cost of awards made by the Court to Greek Cypriots.
The formation of the Immovable Property body has been judged a success by both Turkey and the North Cyprus administration. This is because the European Court of Human Rights ruled in 2010 that the Commission provided an effective domestic remedy. This ruling was made in the Takis Demopoulos case. The ruling effectively placed in limbo a large number of applications which were pending at the European Court of Human Rights. The outcome meant that all dispossessed Greek Cypriots would be required to make application to the Property Commission rather than the European Court of Human Rights.
The ruling was not welcomed by the Greek Cypriot government as it conferred a degree of international recognition on the Turkish Cypriot administration of North Cyprus and the IPC. Greek Cypriot politicians have, on the whole, advised voters against making applications to the Property Commission and, by implication, recognising the authority of the IPC to adjudicate on land claims in North Cyprus.
According to the Property Commission website, a total of 1,296 applications have been filed with the commission. Some 250 cases have been dealt with and decisions made. Of those, 68 applications were revoked and two rejected. Therefore, some 168 applications have been succesful, and compensation has been granted in return for giving up their property rights in the north. The Property Commission has to date awarded around GBP63 million Pounds Sterling to applicants.
Now that the final date for applications to the Property Commission draws near, Greek citizens, or their parents, who abandoned property and land in North Cyprus in 1974, face a difficult choice. If they apply for compensation from the Property Commission, they may receive a payment for the lost land, but could incur sanctions from the Greek Cypriot government.
Alternatively, they can await a political settlement to the problem of the divided island. However, as the two sides have been in acrimonious negotiations concerning a united island of Cyprus for over 30 years, one cannot expect that a settlement will be reached in the near future.
Therefore, it is likely that there will be a rush of applications to the North Cyprus Property Commission before 21 December 2011.
