ITV Player 2.0 brings live streams of the UK broadcaster's TV channels to iOS


It's on Apple's iPhone and iPad, but this is the ITV Player, not the rumored iTV supposedly under development in Cupertino. After initially launching last summer (along with an Android version) offering streaming video on-demand, the UK channel's iOS app has been updated to version 2.0 to offer a live streaming feed of its two channels. Other than just ITV1 and ITV2 over WiFi or 3G, if there's a live event being broadcast that isn't on either, you'll still be able to tune in via the app. Other new features include AirPlay Mirroring, easier switching between content, improved location detection (to determine what channels are available) and Retina Display quality graphics on the iPad. Unfortunately, The Digital Lifestyle points out catch-up access is still unavailable over 3G, but those with access should grab the new app from iTunes.

LONDON (AP) ? Former Prime Minister Tony Blair testified Monday that he never challenged the influential British press because doing so would have plunged his administration into a drawn-out and politically damaging fight.

Blair led Britain from 1997 to 2007, and his Labour Party government has been criticized by many ? including some of Blair's former colleagues ? as having an unhealthy relationship with the country's press.

Blair, speaking under oath at an inquiry into media ethics, said the issue wasn't that he and Britain's journalistic elite were too cozy, but that he had to tread carefully where press barons were concerned.

"I took a strategic decision to manage these people, not confront them," he told Lord Justice Brian Leveson, who is leading the inquiry. "I didn't say that I feared them ... (but) had you decided to confront them, everything would have been pushed to the side. It would have been a huge battle with no guarantee of winning."

Leveson's inquiry was set up following revelations of phone hacking at Rupert Murdoch's News of the World tabloid, a scandal which has rocked the British establishment and raised questions about whether top politicians helped shield Murdoch ? and the media in general ? from official scrutiny.

Blair's time in office was marked by unusually strong ties between Blair's left-wing Labour Party and Murdoch's News Corp. ? a company whose holdings include the populist The Sun newspaper and the right-wing Fox News network.

Blair became a godfather to one of Murdoch's children and his government has since been described by several colleagues as having been too close to the media mogul.

The former prime minister made no apologies for courting Murdoch, saying he was just one of several media tycoons who could make life difficult if they weren't happy with a position he was taking.

But he denied doing any kind of deal with Murdoch, "either express or implied."

Blair's testimony was briefly interrupted when a heckler burst in through a secure corridor behind Leveson, shouting: "This man should be arrested for war crimes!" before being removed by security.

Leveson, looking ruffled, said he would investigate how the man managed to sneak in to the secured zone.

Blair's government had an up-and-down relationship with many media organizations, basking in the glow of public adulation following his landslide 1997 victory and enduring increasingly caustic criticism following his deeply unpopular decision along with U.S. President George W. Bush to invade Iraq.

Blair's senior lieutenants developed a reputation for bullying, manipulation, and "spin" ? something Blair decried as an oft-repeated myth.

Still, he acknowledged that politics and media had become "far more rude and brutal ? and in a sense crude ? in its interaction."

Blair's appearance kicked off an important week at the judge-led inquiry. Several senior politicians have appeared at the investigation set up last year when it emerged that reporters at the Murdoch-owned News of the World tabloid had routinely hacked into the phones of public figure and crime victims.

The scandal has rocked Britain's establishment, leading to the arrest or resignation of dozens of journalists, media executives, political operatives and police, prison and military officials. It's also exposed a pattern of wrongdoing across the British press, from bribery to blackmail.

The investigation continues: As Blair was testifying, police said they'd arrested a 42-year-old woman on suspicion of money laundering offenses linked to the hacking scandal.

Leveson is examining whether politicians failed to get a handle on the lawlessness at the News of the World and other papers because they were too close to the media ? or too scared of it.

Current ministers, including Culture Secretary Jeremy Hunt, Education Minister Michael Gove and Home Secretary Theresa May, will also testify this week.

Earlier detection of bone loss may be in future: Isotope analysis rather than x-ray used for measurement

ScienceDaily (May 28, 2012) ? Are your bones getting stronger or weaker? Right now, it's hard to know. Scientists at Arizona State University and NASA are taking on this medical challenge by developing and applying a technique that originated in the Earth sciences. In a new study, this technique was more sensitive in detecting bone loss than the X-ray method used today, with less risk to patients. Eventually, it may find use in clinical settings, and could pave the way for additional innovative biosignatures to detect disease.

"Osteoporosis, a disease in which bones grow weaker, threatens more than half of Americans over age 50," explained Ariel Anbar, a professor in ASU's Department of Chemistry and Biochemistry and the School of Earth and Space Exploration, and senior author of the study.

"Bone loss also occurs in a number of cancers in their advanced stages. By the time these changes can be detected by X-rays, as a loss of bone density, significant damage has already occurred," Anbar said. "Also, X-rays aren't risk-free. We think there might be a better way."

With the new technique, bone loss is detected by carefully analyzing the isotopes of the chemical element calcium that are naturally present in urine. Isotopes are atoms of an element that differ in their masses. Patients do not need to ingest any artificial tracers and are not exposed to any radiation, so there is virtually no risk, the authors noted.

The findings are presented in a paper published in the online Early Edition of the Proceedings of the National Academy of Sciences (PNAS) the week of May 28. It is titled "Rapidly assessing changes in bone mineral balance using natural stable calcium isotopes."

"The paper suggests an exciting new approach to the problem," said Dr. Rafael Fonseca, chair of the Department of Medicine at the Mayo Clinic in Arizona, and a specialist in the bone-destroying disease multiple myeloma. Fonseca was not associated with the study but is partnering with the ASU team on collaborative research based on the findings.

"Right now, pain is usually the first indication that cancer is affecting bones. If we could detect it earlier by an analysis of urine or blood in high-risk patients, it could significantly improve their care," Fonseca said.

The new technique makes use of a fact well known to Earth scientists, but seldom used in biomedicine: Different isotopes of a chemical element can react at slightly different rates. When bones form, the lighter isotopes of calcium enter bone a little faster than the heavier isotopes. That difference, called "isotope fractionation," is the key.

"Instead of isotopes of calcium, think about jelly beans," explained Jennifer Morgan, lead author of the study. "We all have our favorite. Imagine a huge pile of jelly beans with equal amounts of six different kinds. You get to make your own personal pile, picking out the ones you want. Maybe you pick two black ones for every one of another color because you really like licorice. It's easy to see that your pile will wind up with more black jelly beans than any other color. Therefore, the ratio of black to red or black to green will be higher in your pile than in the big one. That's similar to what happens with calcium isotopes when bones form. Bone favors lighter calcium isotopes and picks them over the heavier ones."

Other factors, especially bone destruction, also come into play, making the human body more complicated than the jelly bean analogy. But 15 years ago, corresponding author Joseph Skulan, now an adjunct professor at ASU, combined all the factors into a mathematical model that predicted that calcium isotope ratios in blood and urine should be extremely sensitive to bone mineral balance.

"Bone is continuously being formed and destroyed," Skulan explained. "In healthy, active humans, these processes are in balance. But if a disease throws the balance off then you ought to see a shift in the calcium isotope ratios."

The predicted effect on calcium isotopes is very small, but can be measured using sensitive mass spectrometry methods developed by Morgan as part of her doctoral work with Anbar, Skulan and co-author Gwyneth Gordon, an associate research scientist in the W.M. Keck Foundation Laboratory for Environmental Biogeochemistry at ASU. Co-author Stephen Romaniello, currently a doctoral student with Anbar at ASU, contributed an updated mathematical model.

The new study, funded by NASA, examined calcium isotopes in the urine of a dozen healthy subjects confined to bed ("bed rest") for 30 days at the University of Texas Medical Branch at Galveston's Institute for Translational Sciences-Clinical Research Center. Whenever a person lies down, the weight-bearing bones of the body, such as those in the spine and leg, are relieved of their burden, a condition known as "skeletal unloading." With skeletal unloading, bones start to deteriorate due to increased destruction. Extended periods of bed rest induce bone loss similar to that experienced by osteoporosis patients, and astronauts.

"NASA conducts these studies because astronauts in microgravity experience skeletal unloading and suffer bone loss," said co-author Scott M. Smith, NASA nutritionist. "It's one of the major problems in human spaceflight, and we need to find better ways to monitor and counteract it. But the methods used to detect the effects of skeletal unloading in astronauts are also relevant to general medicine."

Lab analysis of the subjects' urine samples at ASU revealed that the new technique can detect bone loss after as little as one week of bed rest, long before changes in bone density are detectable by the conventional approach, dual-energy X-ray absorptiometry (DEXA).

Importantly, it is the only method, other than DEXA, that directly measures net bone loss.

"What we really want to know is whether the amount of bone in the body is increasing or decreasing," said Morgan.

Calcium isotope measurements seem poised to assume an important role in detecting bone disease -- in space, and on Earth. The team is working now to evaluate the technique in samples from cancer patients.

"This is a 'proof-of-concept' paper," explained Anbar "We showed that the concept works as expected in healthy people in a well-defined experiment. The next step is to see if it works as expected in patients with bone-altering diseases. That would open the door to clinical applications."

However, the concept extends even beyond bone and calcium, the authors noted. Many diseases may cause subtle changes in element isotope abundances, or in the concentrations of elements. These sorts of signatures have not been systematically explored in the development of biosignatures of cancers and other diseases.

"The concept of inorganic signatures represents a new and exciting approach to diagnosing, treating and monitoring complex diseases such as cancer," stated Anna Barker, director of Transformative Healthcare Networks and co-director of the Complex Adaptive Systems Initiative in the Office of Knowledge Enterprise Development at ASU. Barker, who came to ASU after being deputy director of the National Cancer Institute, emphasized the simplicity of the approach compared to the challenges of deciphering complex genome-derived data, adding "there is an opportunity to create an entirely new generation of diagnostics for cancer and other diseases."

Russia blames 'both sides' for Syria massacre

Updated at 3:34 p.m. ET: MOSCOW -- Russia further backed away from its support of Syrian President Bashar Assad on Monday, saying his government bears the main responsibility for the violence in the country and calling for a full investigation into its role in the deaths of more than 100 civilians in Houla.?

"Both sides have obviously had a hand in the deaths of innocent people, including several dozen women and children. This area is controlled by the rebels, but it is also surrounded by government troops," Russian Foreign Minister Sergey Lavrov said after talks in Moscow with visiting British Foreign Secretary William Hague.?

Meanwhile, international mediator Kofi Annan, who arrived in Damascus Monday for talks with senior Syrian officials, said he was horrified by the killings in Houla and urged the Syrian government to take bold steps to show it was serious about reaching a peaceful solution to the country's crisis.

Lavrov spoke a day after Russia agreed to join the rest of the U.N. Security Council in blaming the Syrian government for attacking residential areas in Houla, a collection of villages near the central city of Homs. The council, however, avoided saying who was responsible for the massacre of at least 108 men, women and children.?

Opposition activists said Assad's forces killed at least 41 people in an artillery assault on the city of Hama shortly after the U.N. Security Council condemned Friday's massacre in nearby Houla. The authorities in Damascus issued a denial that troops played any role at Houla, rejecting the U.N. version of events.

Lavrov said there was no doubt that government forces had used artillery and tanks to shell Houla, but he noted that many of the dead appeared to have been shot at close range or tortured.?"The guilt has to be determined objectively," he said. "No one is saying that the government is not guilty, and no one is saying that the armed militants are not guilty."?

But Lavrov did issue?some of Russia's harshest criticism of Assad to date, saying the Syrian ?government "bears the main responsibility for what is going on" because it is failing to provide for the security of Syrian citizens. He hedged the criticism by claiming that Syria's government is facing an increased threat from terrorists, whose bombings have the "clear signature of al-Qaida."?

Alexei Malashenko, a Middle East expert with the Carnegie Moscow Center, said Russia can no longer defend Assad's government and may be warning him that he needs to change his approach.?

"Bashar Assad is driving himself and Russia into a corner," Malashenko said. "If this goes on, Russia will have no other option" but to pull its support. "Bashar has definitely gotten the sense that he may lose Russia's sympathy and he may step back a bit."?

Syria blamed terrorists for the Sunday massacre of more than 100 people, including children. Washington isn't buying it. NBC's Richard Engel reports.

Lavrov and Hague both called for greater efforts to implement special envoy Annan's six-point peace plan, which calls on both sides to respect a cease-fire.?

Speaking shortly after arriving in Damascus, Annan said he expected to have "serious and frank discussions" with Assad. The two men are due to meet on Tuesday, according to the Syrian Foreign Ministry.

Annan said the massacre in Houla was "an appalling crime, and the (U.N.) Security Council has rightly condemned it." Western countries have blamed Assad's forces for the killings, a charge Damascus denies.

"I urge the (Syrian) government to take bold steps to signal that it is serious in its intention to resolve this crisis peacefully, and for everyone involved to help create the right context for a credible political process," Annan told reporters on his arrival in Damascus.?

Lavrov added that "we don't support the Syrian government, we support Kofi Annan's plan."?

The Russian envoy called for everyone in the international community to exert more pressure on both sides to implement Annan's plan, saying it was not clear from talks with opposition members that they were getting the message that the plan had full international support.

He said talk about the need for Assad to step down cast doubt on the West's commitment to the Annan plan and encouraged the opposition to keep up the fight.?

Hague, however, confirmed that Britain still believes Assad should stand aside.?

"But the important thing is that the Annan plan is pursued in whatever way it can be pursued," he said. "The alternatives are the Annan plan or ever-increasing chaos in Syria, and a descent closer and closer to all-out civil war and collapse."?

China on Monday also condemned the killings of civilians in Houla and called for an end to the violence, but gave no indication it was rethinking its strategy toward the fighting in Syria.?

Chinese Foreign Ministry spokesman Liu Weimin said that Beijing fully supports Annan's mediation efforts and the UN monitors.?

The protests against Assad began in March 2011 and turned into an uprising after his government responded with a violent crackdown on dissent. The U.N. estimated that at least 9,000 people were killed in the first year of the conflict, but hundreds more have been killed since then.?

A Wes Anderson movie is a lot like Katy Perry, great to look at but painful to listen to. In this regard, "Moonrise Kingdom" is the ultimate Wes Anderson movie. Like the home of a spinster, it's meticulously maintained yet lacks human warmth. There are references to movies as disparate as "Shawshank Redemption" and "Eyes Wide Shut" but the story can best be described as a cross between "First Blood" and "The Blue Lagoon", Gilman and Hayward discovering their sexuality whilst hiding out in the local woods. There's an air of smugness about Anderson and the other members of the East Coast indie clique (Noah Baumbach, Sofia Coppola et al) that makes his work impenetrable for many, this reviewer included. The characters who inhabit his world are deeply unlikable, usually moapy middle class types suffering from first world problems. Every line of dialogue, coupled with the mannered delivery of an otherwise impressive cast, is cringeworthy in it's pretension. If you met anyone in real life who spoke like Anderson characters you'd go out of your way to avoid them. There's usually an element of chauvinism, his male characters are generally troubled intellectuals while the women are just troubled idiots. That's certainly the case with the two protagonists here, Gilman is smart way beyond his years while Hayward is a pretty but dumb girl who falls madly in love with him despite his coming across as a pretentious little git. I suspect Anderson was the victim of bullying in his schooldays, after all nobody likes a smartass, and this movie serves as a kind of revenge fantasy where he gets the girl and pummels his aggressors. Regular readers will be aware of how much of a bugbear the use of music in movies is with me. They're really the only two art forms which can complement one another yet while film can't enhance music, music can often enhance film. The use of Benjamin Britten lends this film a dignity it simply hasn't earned. Visually this movie is mind blowing, the intricately designed sets blend beautifully with the stunning New England locations. Cinematographer Robert Yeoman provides a masterclass in framing, anyone with an interest in photography needs to see this. There's no denying Anderson has talent, I just wish he didn't make us remove our shoes before entering his home.

AMMAN/UNITED NATIONS (Reuters) - The U.N. Security Council on Sunday unanimously condemned the killing of at least 108 people, including many children, in the Syrian town of Houla, a sign of mounting outrage at the massacre that the government and rebels blamed on each other.

Images of bloodied and lifeless young bodies, laid carefully side by side after the onslaught on Friday, triggered shock around the world and underlined the failure of a six-week-old U.N. ceasefire plan to stop the violence.

Western and Arab states opposed to Syrian President Bashar al-Assad put the blame for the deaths squarely on the government. But Damascus rejected the charge.

"The Security Council condemned in the strongest possible terms the killings, confirmed by United Nations observers, of dozens of men, women and children and the wounding of hundreds more in the village of (Houla), near Homs, in attacks that involved a series of government artillery and tank shellings on a residential neighborhood," the non-binding statement said.

"Such outrageous use of force against civilian population constitutes a violation of applicable international law and of the commitments of the Syrian Government under United Nations Security Council Resolutions," the statement said.

The United Nations believes that at least 108 people were killed in Houla, U.N. peacekeeping chief Herve Ladsous said.

Russia, which along with China has vetoed two Security Council resolutions calling for tougher action against Damascus, said the "tragic" events in Syria deserve condemnation and called for a U.N. assessment of the violence there.

Russian Deputy U.N. Ambassador Alexander Pankin said the circumstances surrounding the massacre were "murky" and rejected the idea that the evidence clearly showed Damascus was guilty.

The head of the U.N. observer force, General Robert Mood, briefed the council by video link. Pankin said Mood "did not link directly the (army's) shelling with numbers of deaths."

U.N. Secretary-General Ban Ki-moon sent the council a letter that appeared to give ammunition to both sides.

He said the observers "viewed the bodies of the dead and confirmed from an examination of ordnance that artillery and tank shells were fired at a residential neighborhood." The rebels do not have artillery and tanks.

But Ban also said U.N. monitors observed shotgun wounds on some of the bodies, which could indicate close-range attacks by rebels, as Pankin suggested, or could be the result of follow-up attacks by the army after it stopped shelling.

"While the detailed circumstances are unknown, we can confirm that there has been artillery and mortar shelling," Ban said. "There have also been other forms of violence, including shootings at close range and severe physical abuse."

International mediator Kofi Annan and Ladsous are expected to brief the council on Syria on Wednesday.


British Ambassador Mark Lyall Grant did not have any doubts about who was responsible for the events in Houla.

"It seems quite clear that the massacre in Houla was caused by heavy bombardment, by government artillery and tanks," Lyall Grant said. After the council meeting he said it was time for the council to discuss "next steps" - a code word for sanctions.

"The fact is, it is an atrocity and it was perpetrated by the Syrian government," Lyall Grant said.

Russia, however, rejects the idea of sanctioning its ally and has accused the United States and Europe of pursuing Libya-style regime change in Syria, where Assad has been trying to crush a 14-month-old insurgency that began peacefully but has become increasingly militarized.

Syria is home to the Russian navy's only warm-water port outside of the former Soviet Union and is a major purchaser of Russian weapons.

Syrian Ambassador Bashar Ja'afari reiterated his government's denial, saying the massacre was committed by "armed terrorist groups" - the Syrian government's term for the rebels. He also dismissed the "tsunami of lies" of the British, French and German envoys, who blamed the government for the massacre.

"Women, children and old men were shot dead. This is not the hallmark of the heroic Syrian army," Foreign Ministry spokesman Jihad Makdesi told reporters in Damascus.

The Houla massacre is among the worst carnage in the uprising against Assad, which has cost about 10,000 lives.

In his public comments, Mood has called the killings "a very tragical expression" of the situation in Syria, but refrained from apportioning blame.

"For myself, I have had patrols on the ground all the day yesterday afternoon and today we are gathering facts on the ground and then we will draw our own conclusions," Mood told the BBC in a telephone interview on Sunday.

But Ban and Annan, the U.N. and Arab League envoy for Syria, accused the Syrian government of using artillery in populated areas.

"This appalling and brutal crime involving indiscriminate and disproportionate use of force is a flagrant violation of international law and of the commitments of the Syrian Government to cease the use of heavy weapons in population centers and violence in all its forms," they said in a joint statement on Saturday.

Annan is planning to visit Damascus soon. Ja'afari suggested Annan could arrive as early as Monday.

Russia's Pankin said that whoever caused the massacre wanted to disrupt Annan's visit. "We don't believe the Syrian government would be interested in spoiling the visit of (Annan) ... by doing something like that."


Opposition activists said Assad's forces shelled Houla after a protest and then clashed with fighters from the Sunni Muslim-led insurgency.

Activists say Assad's "shabbiha" militia, loyal to an establishment dominated by members of the minority Alawite sect, then hacked dozens of the victims to death, or shot them.

Maysara al-Hilawi said he saw the bodies of six children and their parents in a ransacked house in the town.

"The Abdelrazzak family house was the first one I entered. The children's corpses were piled on top of each other, either with their throats cut or shot at close range," Hilawi, an opposition activist, said by telephone from the area.

A video distributed by activists showed an injured woman, who said she had survived the massacre, blaming shabbiha militiamen for the carnage.

"They entered our homes ... men wearing fatigues herding us like sheep in the room and started spraying bullets at us," the woman said. "My father died and my brother, my mother's only son. Seven sisters were killed," the woman said lying next to another injured woman and near a baby with a chest wound.

The White House said it was horrified by credible reports of brutal attacks on women and children in Houla.

"These acts serve as a vile testament to an illegitimate regime that responds to peaceful political protest with unspeakable and inhuman brutality," a White House spokesman said.

The Gulf Cooperation Council of Sunni-led monarchies accused Assad's soldiers of using excessive force and urged the international community to "assume its responsibilities to halt the daily bloodshed in Syria."

EU foreign policy chief Catherine Ashton spoke of a "heinous act perpetrated by the Syrian regime against its own civilian population" in a statement on Sunday. U.N. human rights chief Navi Pillay said in a statement that it could amount to crimes against humanity or other war crimes.

On Sunday, at least 30 people were killed when Syrian army tanks shelled residential neighborhoods in the city of Hama that have been serving as bases for rebel attacks against loyalist forces, opposition activists said. The reports could not be verified independently.

Although the ceasefire plan negotiated by Annan has failed to stop the violence, the United Nations is nearing full deployment of a 300-strong unarmed observer force meant to monitor a truce.

The plan calls for a truce, withdrawal of troops from cities and dialogue between government and opposition.

Syria calls the revolt a "terrorist" conspiracy run from abroad, a veiled reference to Sunni Muslim Gulf powers that want to see weapons provided to the insurgents.

Jamie Radtke: "I've come up with a plan called 'My Two Cents' that would end the deficit and balance the budget in five years."

Radtke's plan would freeze federal spending at current levels and then cut it by 2 percent a year until the budget was balanced. It assumes that the Bush tax cuts will be extended at the end of this year and that the Alternative Minimum Tax will be indexed for inflation, as Congress has done in the past.

We took Radtke's 2 percent idea and assumptions, and we applied them to the CBO's latest baseline projections, published in March.

This fiscal year, which ends Sept. 30, the federal government is expected to spend $3.64 trillion and collect revenues of $2.46 trillion. Under Radtke's proposal, the red ink would disappear during fiscal 2016, when spending would be pared to $3.36 trillion and revenues would come in at $3.47 trillion. That means that in four years there would be a $110 billion surplus.

But Radtke sugarcoats her tough proposal by comparing it to cutting a child's allowance by two pennies. Her program of 2 percent cuts does not account for mandated funding increases to cover the rising costs of Social Security, Medicare and Medicaid. While she says she would be cutting about $282 billion over four years, Congress would really need to cut $742 billion from programs as they now exist to balance the budget.

Her program would require cuts in current programs going far deeper than anything proposed by even House Republican budget writers in their war against spending. That makes Radtke's plan highly unrealistic.

E.W. Jackson: President Barack Obama's health care plan will impose "a 3.8 percent real estate tax."

Very few people will be affected by the 3.8 percent levy, due to kick in next year. It doesn't apply to individuals making less than $200,000 in the year of sale or couples with less than $250,000 in adjusted gross income. That makes the levy irrelevant to 98 percent of tax filers, according to the Tax Foundation.

The levy is not like the real estate tax assessed by local governments. It applies only to the profit of a home sale. And if the property you're selling is your primary residence ? and not a second home, vacation home or rental property ? you can turn a profit of $250,000 ($500,000 for couples) before the tax kicks in.

So consider a couple who sells their home for $1 million after buying it many years ago for $100,000. If their adjusted gross income is less than $250,000 that year, they will pay no new tax.

George Allen: During Tim Kaine's four years as governor, "tuition went up by over 30 percent."

Tim Kaine is unopposed for the Democratic nomination for the U.S. Senate. He was governor from 2006 to 2010.

The average costs for in-state tuition and instructional fees at four-year institutions ? not including room and board ? rose from $3,812 in the 2005-06 school year to $5,003 in 2009-10, according to the State Council of Higher Education for Virginia. That's a 31.2 percent increase.

The average cost for tuition and instructional fees at Virginia's community colleges rose from $2,182 in the 2005-06 school year to $2,716 in 2009-10, according to SCHEV.

A large reason for the increase in tuition was that Kaine and the General Assembly reduced higher education funding as part of their plan to balance the state budget during a recession.

Virginia's experience was not unique; tuition and fees for in-state students at four-year public universities rose across the nation during Kaine's term. The U.S. Department of Education said the national average increased by 23 percent during that span; the College Board says they rose by 29 percent.
